Ipswich council submits new plans for Portman Road multi-storey

Fresh plans for a 718-space multi-storey car park opposite Portman Road stadium have been submitted by Ipswich Borough Council.

The eight-storey car park – which forms part of the wider Portman Road masterplan – would be built on the northern side of the existing council-owned car park.

It would comprise 655 spaces, alongside 63 further spaces on an adjacent surface level car park. A total of 36 would be designated as Blue Badge spaces, alongside 26 bays for electric vehicles and 14 for motorcycles.

Plans for the multi-storey had previously been put to the council’s executive in October 2025, although a fresh application was required due to a boundary issue identified in the previous proposal.

The new plans have been drawn up with a smaller footprint by national architects DB3.

If successful, Ipswich Borough Council leader Neil MacDonald said the multi-storey would mark the “vital first step” of the wider masterplan – with plans for a new state-of-the–art aquatics centre on another section of the existing council car park already approved last year.

It would also pave the way for the potential expansion of Ipswich Town Football Club’s Cobbold Stand.

An eight-week target date for the council’s planning committee to decide on the plans has been set for May 8.

Construction could then begin in late summer ahead of an estimated completion date in late 2027, should permission be granted.
