Public consultation launched on new Clacton neighbourhood proposals

Proposals to build a new 1,700 home neighbourhood in Clacton are up for scrutiny after the local council launched a public consultation.

The proposed Hartley Gardens development would see the homes built north of St John’s Road, near Brook Retail Park, over the next 20 years. It would also include a new school, childcare provision and community facilities. 

The six-week consultation comes after Tendring District Council agreed in principle to a development on the site in its 2022 Local Plan. 

Those proposals have now been outlined in a new draft supplementary planning document (SPD), laying out a framework for potential planning applications for the site. 

Councillor Andy Baker, Cabinet Member for Housing and Planning at Tendring District Council, said: “This consultation is a key opportunity for people to help shape the future of Hartley Gardens – one of the most significant developments in our Local Plan, and a major part of meeting the district’s housing needs for the next 20 years.

“But this is about more than just building homes. It’s about creating real opportunities, supporting local services, and ensuring new development enhances the quality of life for both new and existing residents.

“We’re setting out a clear and ambitious vision for high-quality homes, green spaces and the infrastructure needed to support them – and we want to hear from residents and stakeholders to make sure that vision reflects the needs and aspirations of our communities.”

If the SPD is adopted, initial planning applications could be submitted to the council as soon as early 2026. Should they be granted permission, construction is anticipated to begin in 2029.

Two public drop-in events will be held in Clacton during the consultation period, giving local residents and stakeholders the chance to view the proposals and share their thoughts.
