A previously approved landmark regeneration project in Lowestoft is back on after revised plans returned to East Suffolk Council.

The plans for the new Cultural Quarter returned to the council’s Planning Committee North this autumn having previously been approved in 2024.

They include transforming brownfield land at Battery Green car park and surrounding land in Marina Road into a new public space featuring flexible buildings which can be used for large-scale music events and cultural performances.

The revised plans include design changes to avoid the relocation of Anglian Water infrastructure, which has now received the support of both the water company and the council.

Caroline Topping, Leader of East Suffolk Council and Cabinet Member for Economic Development and Regeneration, said: “Now that planning permission has been granted we are pleased that work can soon restart on this landmark regeneration project.

“The cultural quarter is a prominent site and an important part of Lowestoft’s future. It will see the transformation of an unused space into a dynamic cultural destination that strengthens the town centre and the newly redeveloped Marina Theatre by attracting local people and visitors throughout the day and into the evening.

“As well as creating a new home for culture and creativity, the hub will bring people together and help build a stronger sense of community.

“Residents and visitors will have more opportunities to take part in events, with the council committed to offering many for free and at a low cost to allow people to connect with others and enjoy spending time in the town centre, helping to create a place that people can feel proud of.”

The project forms part of the £29.2 million Local Regeneration Fund developed by East Suffolk Council and the Lowestoft Place Board, with funding provided by the UK Government and East Suffolk Council.

The Cultural Quarter will form a key role in works to improve the town centre and is hoped to support local businesses, create jobs and encourage longer visits both day and night.

It also supports wider regeneration projects in the town including recently completed schemes at Jubilee Parade, South Quay Wharf and Royal Plain.

Cllr Topping added: “As part of the wider regeneration taking place across Lowestoft, the new cultural hub will deliver improved public spaces, while accessible routes will encourage more walking and cycling and provide much-needed public facilities.

“It will also support our work to create a thriving local economy, providing opportunities for businesses in the cultural, creative and hospitality sectors, helping to attract investment, create jobs and develop skills within the local community.

“We’d like to thank all our partners for helping us to reach this important milestone.”

Work is set to start this winter, with the project expected to be completed in the winter of 2027/28.
